It is a matter of great concern; despite huge investments on infrasturcture and R&D facilities in India, what are the reasons being India lagging in the race. Is it beacuse of our strict Patent regime or unawareness about the IP issues? Kindly share your views, what can be the possible reasons for this failure according to you?

I understand, it is not beacuse of our strict Patent Act and Rules nor because of unawareness about the IP issues but something else. Mindset, will-power,interest, profit sharing in commercialisation of a patent, policy matters etc many things which matter infact. Our leading Gov. R&D organisation have huge budgets but not the substantial earning by commercialisation of patent. Upon asking, the response may be such as they are public welfare organisation and not the profit making organisation.
Interestingly, they hardly take sufficient interest to follow-up the patent after filing. They sometimes even happy to see their publication(s) and patent application number(s).
It seems that work need to be done urgently on the matter of said issues.
