Protection of Plant Varieties & Farmer’s Rights Authority (PPV&FRA) is a Public Authority according to section 2(h) of Right to Information Act, 2005. The said Authority has made a mandatory disclosure after completion of stipulated time i.e. 120 days as specified in section 4 (here) of Right to Information Act, 2005.
Mandatory disclosures by PPV&FR Authority informs that:
1. The Authority has also established two Branch Offices one each at Guwahati and Ranchi at the Assam Agricultural University Campus, Khanapara, Guwahati and Birsa Agricultural University Campus, Ranchi respectively. But, when these branch offices were opened, it is not informed.
2. The norms set by Registry in the Authority to discharge of its functions: Some stages of the norms set by Authority to discharge function are sub-judice. As, Authority set norms that, DUS test is to be conducted after advertisement of applications in Plant Variety Journal. Whereas, some of the applicants has not admitted based on facts & interpretation of related sections and appealed to High court for direction. Because, the Authority is publishing unconfirmed characteristics of the candidate’s variety and based on that oppositions are invited, this leads to unnecessary litigation between companies.
3. The directory of its officers and employee, which is very useful to get early response.
